We are seeking an experienced and proactive Senior Project Manager – Resource Forecasting & Planning to lead forecasting, planning, and cross-functional coordination activities supporting large-scale utility infrastructure and capital programs. This role will be responsible for driving construction workload forecasting, resource planning, material forecasting, project pipeline visibility, and operational readiness. The Senior Project Manager will work closely with Project Management, Engineering, Construction, Gas Operations, Logistics, Supply Chain, and leadership teams to ensure projects, resources, and materials are effectively planned and aligned with construction schedules.

The ideal candidate will have strong utility or infrastructure project management experience, advanced analytical capabilities, and demonstrated success leading cross-functional planning and forecasting initiatives.

Construction Allocation & Job Acceptance (CAP / JA)

• Lead and coordinate the monthly Construction Allocation Process (CAP) and Job Acceptance (JA) planning cycle.
• Partner with Project Management and Engineering teams to identify projects ready for construction issuance and ensure accurate pipeline visibility.
• Oversee preparation, validation, and distribution of monthly construction allocation batches.
• Facilitate coordination with field leadership to determine allocation of work between internal construction crews and external contractors.
• Monitor accepted, rejected, deferred, and pending work packages and ensure forecasting systems and reports accurately reflect current workload.
• Identify construction capacity constraints, schedule risks, and resource gaps and work with stakeholders to develop mitigation plans.
• Provide leadership with forward-looking visibility into construction demand, capacity, and resource requirements.

Resource & Workload Forecasting

• Own short- and long-term construction workload and resource forecasting for assigned programs.
• Analyze project pipeline, construction schedules, historical performance, and operational capacity to forecast future resource requirements.
• Partner with construction and operational leadership to validate crew capacity and anticipated workload.
• Identify forecast variances, resource constraints, and emerging risks that may impact program execution.
• Develop executive-level reporting and recommendations to support resource allocation and operational planning decisions.
• Drive improvements in forecasting accuracy, planning methodologies, and reporting processes.

Material Forecasting & Planning

• Lead monthly and annual material forecasting activities based on capital project portfolios and planned construction schedules.
• Extract and analyze SAP Construction Units (CUs) and related project data to determine anticipated material requirements.
• Translate construction workload forecasts into material demand projections.
• Validate forecast assumptions, quantities, and timing with Engineering, Gas Operations, Project Management, and other stakeholders.
• Partner with Logistics and Supply Chain teams to support procurement planning, inventory readiness, and material availability.
• Proactively identify potential material shortages, long-lead items, and supply constraints that could impact construction execution.
• Lead continuous improvement initiatives to improve forecasting accuracy, data quality, and material planning processes.

New Business Planning

• Lead forecasting and resource planning activities supporting New Business projects and programs.
• Maintain visibility into the New Business project pipeline, anticipated construction dates, workload, and resource requirements.
• Coordinate across Project Management, Engineering, Construction, and Operations to align project demand with available capacity.
• Identify trends, bottlenecks, and resource constraints within the project pipeline and recommend corrective actions.
• Drive reporting, tracking, and process optimization initiatives to improve New Business planning and execution.

Reporting, Analytics & Continuous Improvement

• Develop and maintain forecasting dashboards, KPIs, and executive-level reporting for construction workload, resources, materials, and project pipeline.
• Analyze large datasets to identify trends, risks, capacity constraints, and opportunities for improved operational performance.
• Establish and monitor forecasting metrics, including forecast accuracy, workload readiness, resource utilization, and material availability.
• Drive process improvements, standardization, automation, and data-quality initiatives across forecasting and planning activities.
• Present forecasts, risks, trends, and recommendations to program and senior leadership.
• Serve as a key point of coordination between project teams and operational stakeholders.

Required Skills/Attributes

• Bachelor’s degree in engineering, Construction Management, Project Management, Business, Operations, or a related field.
• 7+ years of experience in project/program management, project controls, resource planning, construction planning, forecasting, or related functions.
• Demonstrated experience supporting utility, energy, infrastructure, or large capital construction programs strongly preferred.
• Strong understanding of construction workload planning, resource forecasting, project lifecycle management, and operational planning.
• Experience working with SAP or similar enterprise project/material management systems.
• Advanced proficiency in Excel and experience with reporting/analytics tools such as Power BI or Tableau.
• Experience analyzing large datasets and translating complex information into actionable business recommendations.
• Strong stakeholder management skills with demonstrated ability to coordinate across Engineering, Construction, Operations, Supply Chain, and leadership organizations.
• Excellent communication, facilitation, presentation, and problem-solving skills.
• Demonstrated ability to independently lead complex initiatives and manage multiple priorities in a fast-paced environment.

Desired Skills/Attributes

• Experience supporting Gas or Electric utility construction programs.
• Experience with SAP Construction Units (CUs), material forecasting, and construction resource planning.
• Familiarity with New Business utility projects, construction allocation, and job acceptance processes.
• PMP or other relevant project/program management certification.
• Experience developing executive dashboards, KPIs, forecasting models, and continuous improvement initiatives.

The Salary range for this position is $155,000 - $167,000.The starting salary will be commensurate with skill, education, experience, and working environment.

Work location – San Diego, Hybrid schedule 2-3 times a week in office but can change based on client requirements.
